If you are trying to use your winch with or without a load and its very slow then I can think of three things to check

CAUSE: Insufficient battery

FIX: Check battery terminal voltage under load.  If 10volts or less, replace the battery or add another battery in parallel

CAUSE: Bad Connection

FIX: Check battery cables for corrosion and clean and grease all connections

CAUSE: Insufficient charging system

FIX: Replace with larger capacity charging system (alternator/generator)
