Event ID 4199 - "The system has detected a conflict for IP address"


Symptom: 1. You just turn on you computer, and receive an error message similar to one of the following messages:


The system has detected a conflict for IP address with the system having hardware address .


The system detected an address conflict for IP address with the system having hardware address . The local interface is being disabled.


2. In the Event Viewer, you may see the Event ID 4199 - Description:


The system detected an address conflict for IP address 192.168.1.100 with the system having network hardware address 00:0C:41:9B:88:89.


Cause: There is another networking computer or device on the network using the same IP address.


Resolutions:


  • You may want to renew the computer IP by using ipconfig /release and renew command. 
  • You may assign a static IP. 
  • To find out the other device that is using the same IP, you may have three options.
    • 1) Check the records of DNS or WINS.
    • 2) Disconnect your computer from the network, and then using ping ?a command to find another computer host name.
    • 3) You can use ARP ?a command to find the Mac address of other device.

You can get a clue about the offender by checking the System Log within the Windows Event Viewer (which you can get to via Start|Control Panel| Administrative Tools|Event Viewer) and looking for a DHCP error entry. The entry will list a network address (actually a MAC address) which you can use to identify the conflicting device
